AGVC Participates in the Public Launch of the Global Tamil Council

The Alliance of Genocide Victim Communities (AGVC) was honoured to participate in the public launch of the Global Tamil Council, a significant milestone in ongoing efforts to advance justice, accountability, self-determination, and human rights for the Tamil people.


The launch brought together community leaders, legal experts, human rights advocates, and members of the global Tamil diaspora to discuss the future of Tamil advocacy and the importance of coordinated international engagement. While the public launch marks a new chapter, it also reflects years of dedication and organizing by individuals and institutions committed to advancing Tamil rights and aspirations.


AGVC Board Chair David Matas, an internationally recognized authority on human rights, genocide prevention, refugee protection, and international justice, delivered a keynote presentation examining the legal foundations of self-determination under international law. Drawing on international human rights principles, he emphasized that self-determination serves both to ensure meaningful participation in governance and to protect, preserve, and develop the identity of a people. His presentation provided participants with a thoughtful legal framework for understanding the relationship between human rights, collective identity, and political self-determination.


International human rights lawyer and co-founder of the Human Rights Action Group, Sarah Teich, a leading advocate for accountability and justice in response to atrocity crimes, focused her remarks on the practical realities of advancing rights and political aspirations within today's geopolitical environment. Her presentation highlighted the importance of institution-building, coordinated advocacy, diplomatic engagement, and long-term strategic planning. She observed that "the international community evaluates not only the strength of a legal argument, but the readiness of the people making it," underscoring the importance of developing credible institutions and sustained international engagement.


Together, the presentations offered participants both a legal foundation and a strategic roadmap, emphasizing that lasting progress requires not only compelling legal arguments but also organized leadership, institutional capacity, and effective international engagement. The insights shared by both speakers resonated beyond the Tamil context and reflected broader lessons relevant to communities around the world seeking justice, accountability, and recognition.


AGVC Facilitator Joanne Hodges spoke on the genocide committed against the people of Tigray and reflected on how shared experiences of genocide, mass atrocity crimes, displacement, impunity, and transnational repression contributed to the formation of the Alliance of Genocide Victim Communities. Her remarks highlighted the importance of survivor-led advocacy and the growing role of cross-community solidarity in strengthening efforts for justice, prevention, and accountability. She also called for deeper integration among AGVC's member communities, emphasizing the value of moving beyond solidarity toward sustained collaboration, shared learning, joint advocacy, and collective action in response to the challenges faced by genocide-affected communities.


The event also featured remarks from Roy Wignarajah, former Minister for Genocide Prevention of the Transnational Government of Tamil Eelam and an AGVC member, who spoke about the ongoing pursuit of justice, remembrance, and self-determination for the Tamil people.


The Tamil community has been an important member of AGVC since its founding, contributing leadership, expertise, and advocacy to collective efforts aimed at preventing genocide, combating impunity, and supporting communities affected by mass atrocities.


AGVC congratulates the Global Tamil Council on its public launch and recognizes the years of work that preceded this milestone. We look forward to continued collaboration in advancing human rights, accountability, and the protection of vulnerable communities worldwide.
